Every year the Coalition for Recreational Trails recognizes outstanding trail projects which are funded by the RTP. These awards not only recognize the work done by those who construct and manage these trails and projects, but also promote the Recreational Trail Program and raise awareness on Capitol Hill regarding the importance of the program. We need to get on board with this program. I personally do not know if any New York trails are in this program, but if you are involved with a trails project, contact information is included in the attached document. Don't miss out on this opportunity.

PURPOSE of the New York State Horse Council Trail Committee:

1. To represent equestrian trail user interests to New York State governing bodies.

2. To represent equestrian trail interests in new and existing trail projects throughout New York State.

3. To promote equestrian trail use in New York State by disseminating horse trail information and NYSHC trail activity information to horsemen.

4. To investigate and help solve trail problems as they arise (user group conflict, trail clearing, maintaining, rebuilding and marking).

NEW YORK STATE HORSE COUNCIL MULTIPLE-USE TRAIL POLICY

The New York State Horse Council (NYSHC) recognizes that trails on public land should be available to all responsible users regardless of their mode of travel. Seasonal sharing of our State's trail systems between multiple user groups, both motorized and non-motorized, as long as the activities are safely compatible, makes the most effective use of our natural resources and provides outdoor experiences to the widest possible segment of the population.

SAFETY: Our primary concern is for the safety of all users on shared trails. Shared trails must be wide enough or have frequent "pull-offs" to allow safe passing and two-way use, and should have sufficient sight lines to avoid collision. Safety information and educational material, including signs indicating permitted uses, help ensure the safety of all trail users.

EDUCATION: The NYSHC is dedicated to educating its members as well as other trail user groups with regard to sharing trails. Trail courtesy combined with knowledge of other users' mode of travel ensure pleasant encounters.

TRAIL MAINTENANCE: Trail user groups, such as this Council should actively assist land managers in planning and maintaining trails and trail systems. The NYSHC advocates that organizations building, monitoring and maintaining the trails use appropriate standards to protect the resource from likely damage by their users as well as by nature, and provide users with a safe experience.

Communication, education, and cooperation among the user groups, landowners and land managers enhances the opportunities for outdoor recreation. NYSHC is willing to work with all trail user groups.

When will the New York State Department of Environmental Conservation lands near me be reviewed?

DEC Unit Management Plans are reviewed after a period of time-usually years. To find out if proposed plans will affect you and when the deadlines for comments are due, here is the procedure.

1. Go to the DEC website at www.dec.state.ny.us

2. Look under the heading "Education and Information" for the word "Announcements." Click on Announcements.

3. Under the heading "Currently Available" you will find the words "Unit Management Plans". Click on those words and you will see an explanation of "Unit Management Plans for State Lands."

4. Below these paragraphs is the list of all UMP's and the deadline dates for comments. If you click on the title in blue for a particular UMP, the information and proposals for that region will be presented.

*Be sure to speak up for your right to ride a horse on public lands. Don't assume someone else will be making comments or writing suggestions that you will like. It is your responsibility to protect the places
where you ride by being informed, vocal, and proactive for your interests.
