Dear Representative:
I have learned that the Inherent Risk Bill, also known as the Equine Activity Safety Code Act, (A01325/S00171 ), will be introduced again this year. This proposed legislation establishes reasonable safety guidelines to protect horse owners and riders. It also reduces liability in cases where the safety guidelines have been met. Thirty-eight states have already passed such legislation. The passage of this bill would allow the horse industry to continue to pump 1.7 billion dollars into the economy of New York State each year.
As a concerned voter and horse owner, I urge you to vote in favor of this bill, which endorsed the NYS Horse Council and the NY Farm Bureau. Please inform me of your intentions.

We, the people who own horses and use horses for pleasure, are anxious to have an Inherent Risk law passed in this state to protect our industry. Forty-five states in the nation already have such a law. There is a bill currently in the NYS Senate S00171 & Assembly A01325, which establishes a reasonable and uniform set of safety standards for the horse industry. It also limits liability for injuries or the death of a person occurring while engaged in equine activities, providing those safety standards have been met. This bill is endorsed by the NY Farm Bureau and the NYS Horse Council.
As concerned voters we urge you, our representative, to vote YES for that bill when it reaches the floor of the Senate. There is another bill S.2803 & A.4793 which limits a landowners liability towards persons using property for recreational purposes. This, of course, includes horseback riding. With so many houses going up all over we have fewer and fewer places to ride. We would like to have more trails open up for our use. The passage of this law will protect open space and encourage recreational use of it. We feel when the landowners are protected they will be more receptive about letting us on their property to go riding. Please consider our needs when voting for this bill,.
